Network Simulator 2:
"Ns is a discrete event simulator targeted at networking research. Ns provides substantial support for simulation of TCP, routing, and multicast protocols over wired and wireless (local and satellite) networks."
If you are starting a new project you may consider ns-3

VanetMobiSim:
"The VanetMobiSim extension of CanuMobiSim focuses on vehicular mobility, and features new realistic automotive motion models at both macroscopic and microscopic levels."

Realistic Vehicular Traces:
"Realistic mobility traces for simulation of inter-vehicle networks These traces are obtained from a multi-agent microscopic traffic simulator (MMTS) that was developed by K. Nagel (at ETH Zurich, now at the Technical University in Berlin, Germany). This simulator is capable to simulating public and private traffic over real regional road maps of Switzerland with a high level of realism. The traces generated by MMTS provide an interesting starting point to study the performance of routing protocols in VANETs."
